Medicine hat isnt that big with around 58,000 and Calgary is well over 1 million now....

as for Saskatchewan, Saskatoon alone has over 200,000 people
as for Manitoba (not really even western), Winnipeg alone has Over 600,000 people.
Well, I looked it up, and I don't know whether Yukon Territories are a province or not, but the population is only 31,000. NW Territories are 42,000 and Nunavut (which I didn't know existed) is also 31,000. I would consider all of that western Canada. So, yeah, I do believe that there is a western province/territory that only had 24,000 not long ago.
