the ones I linked were the IRS's site. I'd say that is as credible as you can get.
Did you work and file a 2007 return? if not, you do not qualify. DId you turn 18 in 2007, or 2006? if 2007, then she could have claimed you, and you would not be getting one. If she didn't opt to claim you, but you still were 17 for any part of 2007, than she "could" have, meaning wouldn't qualify, and she wouldn't have gotten the extra $300 for you.
