If I understand your original paragraph that was uninterrupted by paragraph breaks, the cop went into your lane without looking and nearly clipped you. Did he hit you? No? Then get over it - this happens to me probably once a month (not usually with cops, but cutting people off is the Official Sport Of The DC Area Roads).
Did you even blow the horn to let him know? I bet he's not going to even know that it happened. Your complaint will do nothing because he won't remember what you're talking about. At most you might get a generic apology.
By the way everyone, it's a
